Our notes
A finance lead at a 60-person company often meets spend management after a familiar problem. Three teams share one corporate card, a software subscription renews unnoticed, and the approval for a large purchase sits in a chat thread. Spend management software tries to move control to the moment before the money leaves. The nine products on this page each issue company or virtual cards, route purchases to an approver, and show spending by team or department. We read each capability on the vendor's own website on November 4, 2026, and every product page links to the pages we used.
What spend management software covers
The term sits between two older categories. Expense management software collects receipts and reimburses employees after they have paid out of pocket. Accounts payable automation processes supplier invoices. Spend management adds a control layer in front of both, so a purchase is limited, approved or budgeted before it happens.
Our inclusion test has three parts, taken from the category criteria we are drafting. A product must issue company or virtual cards, route purchases to approvers, and show spend by team, department or budget. Several products below also cover reimbursements, bill payment or procurement, and some sell those as separate modules. Where a vendor sells a part as an add-on, the product page says so.
The criteria are a draft and have not been approved by an editor. Treat the list as a starting point for a shortlist, not a ranking.
Three kinds of product in this category
The nine products come from different starting points, and that shapes how they feel in daily use.
Ramp and Brex began as card issuers for US companies and added expense, bill payment and travel features around the card. BILL Spend & Expense comes from an accounts payable company and sits beside its payables product. Spendesk, Payhawk, Moss and Pleo grew up serving European companies and now sell in the US as well. Procurify starts from purchase requests and purchase orders, and adds cards as one of its products. Volopay sells cards and accounts payable plans and states a US price page.
If your team already runs purchase orders through a procurement tool, Procurify's approach will feel familiar. If the main goal is to replace a handful of shared cards, the card-first products start faster.
How the fees compare
Pricing in this category varies more than in most. Four vendors publish a price per user, one publishes monthly module prices, and four ask for a quote.
Ramp lists a Free plan at $0 per user per month and a Plus plan at $15 per user per month. Plus also carries a platform fee that the page says depends on team size but does not state, and annual billing saves 20%. Brex lists Essentials at $0 per user per month and Premium at $12 per user per month, with Enterprise on request. BILL states that Spend & Expense costs $0 per user per month, and it advertises credit lines from $1,000 to $5 million that are not guaranteed and depend on an application.
Pleo's US page lists Build at $14 and Optimise at $18 per user per month, both billed yearly with a three-user minimum. Payhawk's US page shows starting prices per module: Travel at $299, Accounts Payable at $349, Cards & Expenses at $449 and Procurement at $499 a month. Its unlimited employee seats mean the cost does not rise with headcount, though the page says the final price depends on add-ons, cards and transaction volume.
Spendesk shows a fixed monthly platform fee plus variable pricing based on the number of transactions, and gives no amounts. It says it charges no active user fees and no monthly card fees. Moss describes a single platform fee plus a variable fee tied to monthly transaction volume, with no per-user fee. Procurify says its quotes depend on products, add-ons, users and integrations, and Volopay lists a Premium card plan and an accounts payable plan without amounts.
A free plan does not mean free. Ramp's free tier omits features that Plus adds, such as AI-driven expense reviews and automated batch payments. Brex places live budgets and advanced approval chains on Premium, so the free Essentials plan lacks them. Check which of the three must-have capabilities sit behind the paid tier before comparing sticker prices.
Where the three capabilities sit behind paid plans
Team-level visibility is the capability most often placed on a higher tier or sold separately.
On Brex, live budgets are listed under Premium and Enterprise, while Essentials offers real-time reporting. On Pleo, budgets appear only on the Optimise plan, while approval workflows and teams management start at Build. Payhawk lists budget tracking as an add-on, though its approval workflows run by amount, supplier, category or team in the base expense module. Spendesk puts advanced workflows and policies in an optional add-on with no published price.
BILL, by contrast, states that budget management is included in Spend & Expense at no additional charge, and its budgets page describes budgets by team, department, project or vendor. Moss describes live budgets by team, project or cost centre on its spend management page.
Approvals vary in a similar way. Ramp describes approval flows by department, project or vendor. Procurify says approval rules can be set by department, location, account code or amount. Volopay describes a pre-approval policy and fund requests that approvers accept or deny with a click.
Where each product operates
Location changes both price and feature access, and several vendors publish different figures by country. Pleo's global pricing page shows a UK price list in pounds with a Start plan at 8 pounds per user per month, while its US page lists only Build and Optimise in dollars. Pleo's US prepaid card is issued by Pathward N.A., Member FDIC, according to its US features page.
Volopay's US pricing page says payment services for US customers are provided by Airwallex US, LLC. Payhawk's pricing page we read was its US version, and we did not compare it with its European pages. Spendesk and Moss publish no currency on the pricing pages we read, which is one more reason to ask for a written quote in your own currency.
Ramp and Brex are US companies, though Brex lists cards accepted in more than 210 countries and territories. A business outside the US should confirm that the card program, the bank account and the accounting integrations are all available in its own country before a trial.
Cards, credit and cash flow
Cards differ in how they are funded. Ramp's pricing page describes a corporate liability charge card, which means the company, not the employee, owes the balance. BILL's credit lines depend on approval and are not guaranteed. Pleo's cards are prepaid in the US, so they draw on funds the company has loaded.
That difference matters for a growing company. A charge card with a credit limit lets teams spend before cash arrives, while a prepaid card caps spending at the balance. Ask each vendor how limits are set, how often they are reviewed and what happens to open card balances if you leave.
Spendesk says cashback starts at 1% for eligible clients, and Ramp says Plus can be paid with card rewards. Neither page gives a general cashback rate we can compare across vendors. Rewards also depend on the card program and the country, so we do not rank on them.
Security and compliance claims
We record what each vendor says on its own pages and do not audit the reports behind them. Procurify states independent SOC 1 Type 2 and SOC 2 Type 2 audits. Brex states SOC 2 Type II and PCI-DSS certification, and Ramp lists SOC 2 and ISO 27001 on its trust center, with ISO 27001:2022 achieved in October 2025. Spendesk states ISO 27001:2022 certification, and BILL says it undergoes an annual SOC 1 and SOC 2 Type II audit.
Payhawk's security page names ISO 27001 and SOC 1 and 2 compliance for its cloud providers, which is not the same as certification of Payhawk itself. We found no security page for Pleo, Moss or Volopay that we could read, so their product pages carry no compliance fields. Ask for the latest report under a non-disclosure agreement before you sign.
Products we left out for now
Some well-known names did not meet all three capabilities on pages we could read, and others could not be checked. This is not a judgment of quality.
Airbase's pricing page now redirects to Paylocity's pricing page, so we could not read a standalone Airbase offer. Navan's Business pricing page mentions connecting existing corporate or business cards and does not describe issuing virtual cards. Emburse Spend describes virtual cards and department-level expense monitoring, but its approvals apply when an expense is submitted, not before a purchase. Mercury's pricing page lists company cards and bill pay approval rules without describing purchase approvals for cards. Rho's pricing page lists corporate cards and approvals but no budgets or team views.
We will revisit these as vendors update their pages.
How to choose
Start with the controls you need before the purchase. Write down the three or four purchases you most want to stop, such as unplanned software renewals, travel above a limit, or a team that overspends its quarter. Then check that the product can block or hold each one before the card is used, not just flag it afterward.
Next, match the product's starting point to your team. A company that buys through purchase orders may prefer Procurify, while a company that wants to replace shared cards may prefer a card-first product. A finance team already in BILL for payables can test Spend & Expense without adding a per-user fee.
Finally, price your own case. Count the users who will actually spend, the cards you plan to issue, and the monthly transaction volume. Platform fees, transaction fees and add-ons can outweigh a low per-user price.
What to test during a trial
- Issue a virtual card for one team, set a monthly limit, and try a purchase above it.
- Submit a purchase request from a test employee and time each approval step.
- Build a budget for one department and check how quickly a card purchase appears against it.
- Move a team to a new approver and confirm open requests follow.
- Export card transactions and budgets, then ask in writing what the vendor keeps after you cancel.
What a product needs to be listed
